Boys do not comes under WCD mandate

If one girl runaway from home, Women organisations and WCD/NCW make such big headlines on TV and other media,
We also seen Spinless WCD order investigation on girl child disapearence.

and we also seen, if a old Aged women ask for help from WCD/NCW, they say old women flee is not comes under thier mandate [ Ref : http://mynation.net/abio/letter-to-cji/ ]

Now here 8 boys vanished within 2 KM radius in last 15 months, and WCD is nowhere in sight ?

WHY ?

Boys Aged between 2 to 7 are not children ?
OR
they do not comes under thier WCD mandate ?
