Why indian government is not taking action on swiss bank black money ?

With reference to developments, concerning to Swiss Banking System, developed under pressure from USA, as mentioned below, after end of the message, this is fundamental right of the Indian Citizenry to know that how far Indian Black Money is deposited by corrupt Politicians, Bureaucrats, Businessmen and Criminals from India in foreign Banks including Swiss Banking System ?
Because whatever, black money has been deposited in foreign Banks are belongs to Indian citizenry. These Account holders might have deposited huge black money in those Banks, after collecting the same by cheating Indian citizenry and Country
