Restrain person with Criminal backgrounds from Election

Congress Party is fully responsible for not making any appropriate law to restrain the people having criminal backgrounds from entering in to politics. Should Political Party not adopt a Policy prior to forthcoming Loksabha Election that they would not give tickets to any person having criminal backgrounds? Is it not their national responsibility to keep away the person having criminal backgrounds? Contesting Election or Voting during a Election not a Fundamental Right rather it is a statutory right.
